- Annual maximum. The total your plan pays in a benefit year. Once you reach it, you cover 100% of any further treatment until the plan resets.
- Deductible. A set amount you pay before coverage kicks in, often around $25 to $50 a year.
- Frequency limits. How often a service is covered, for example a cleaning every 6 or 9 months.
- Waiting period. A delay before certain coverage begins, most often on major work.
- Pre-authorization. For larger treatments, your insurer is asked to confirm coverage before the work is done.
The Canadian Dental Care Plan (CDCP)
The federal Canadian Dental Care Plan is one of the most significant changes to dental coverage in Canada in decades. Launched in phases beginning in 2024, the CDCP provides dental benefits to Canadian residents who do not have access to private dental insurance and whose household income falls below a set threshold.
Eligibility for the CDCP is based on adjusted family net income:
- Under $70,000: covered at the full CDCP fee guide, with no co-pay.
- $70,000 to $79,999: covered at 60% of the fee guide (a 40% co-pay).
- $80,000 to $89,999: covered at 40% of the fee guide (a 60% co-pay).

Ontario Government Programs for Dental Coverage

Healthy Smiles Ontario
Healthy Smiles Ontario is a publicly funded program that provides free preventive dental care to children and youth aged 17 and under from low-income households. The program covers check-ups, cleanings, fillings, X-rays, and extractions. Families can apply through their local public health unit - in Ottawa, that's Ottawa Public Health. This program is an excellent resource for families who want to ensure their children receive regular pediatric dental care even without private insurance.
Ontario Works (OW) and the Ontario Disability Support Program (ODSP)
Recipients of Ontario Works and ODSP are entitled to basic dental coverage. OW dental benefits cover essential services such as exams, cleanings, fillings, and extractions. ODSP provides somewhat broader coverage, including some prosthetic services. Both programs require a valid benefits card, and coverage is subject to specific limits and approval processes.
Ontario Seniors Dental Care Program
Low-income seniors aged 65 and older who do not have dental insurance may qualify for the Ontario Seniors Dental Care Program, which covers routine preventive and restorative care. This program is delivered through participating public health units and community health centres.

- Use them before they reset. Most plans renew each year and unused benefits don't carry over, so book that overdue cleaning before year-end.
- Never skip preventive care. Cleanings, exams, and X-rays are usually covered at the highest rate, and they head off costlier problems down the road.
- Phase major work across benefit years. If a treatment plan is large, splitting it across two benefit years can let you draw on two annual maximums.
- Know your limits. Understanding your annual maximum and frequency limits lets you plan treatment around them.
- Ask for a pre-authorization. For major treatment, it confirms what's covered before you commit.
